Seven Staten Island Parks Facilities And All Borough Playgrounds Will Be Tobacco-free

To remind smokers not to sully kids' breathing space with second-hand smoke, signs will be posted in upcoming days in all 70 of Staten Island's playgrounds and seven of its nature and recreation centers. Flyers will also be on hand to direct those still guiltily jonsing a drag to resources that could help them quit.

In the domain of nature and children's play areas, cigarettes online just don't belong. "This is a rule that has been around; Now we're emphasizing it in a way so people see it as an opportunity," said Borough Parks Commissioner Thomas Paulo during a launch of the "Healthy Parks = Healthy Kids" initiative today. Paulo took a spin on the Willowbrook Carousel for All Children along with co-sponsoring local lawmakers and members of the American Cancer Society, the Staten Island Quits and the Coalition for a Smoke Free City.

Pointing at one of the elegant, green aluminum signs to be posted at the entrance to the carousel, the Blue Heron Nature Center, the Conference House Park, Cromwell Recreation Center, the Greenbelt Nature and Recreation centers and Snug Harbor Cultural Center, Paulo -- himself an admitted "about-to-be-former-smoker" now two days clean of the scourge -- said, "If you have kids who can read, they're going to read that and remind you."

The Smoke Free Air Act of 2002 made it illegal to smoke in the city's recreation areas and playgrounds. But Paulo stressed the point of this campaign is not to blitz people with tickets (which run $50 each). It is to help keep park air clean and to educate people about kicking the habit. "We truly enjoy getting out and going to our city parks," said Assemblyman Lou Tobacco (R-South Shore), who attended the event with his son, Christian, 4, and daughter, Madison, 7, and whose Tobacco Against Tobacco campaign goes into schools to warn youngsters against smoking.

"But it gets one irate when you say 'let's go outside and get some fresh air, let's go enjoy the beautiful scenery and let's be active and be healthy' and person after person is blowing smoke in your face." Tobacco's office paid for 15,000 card-stock fliers to be placed around the parks, offering information and a way to contact the local branch of the American Cancer Society, which gets nicotine patches to people the same day.

With the Island home to the largest percentage of smokers, teenage smokers and lung cancer deaths in the city -- 20.4 percent of residents here smoke -- it seemed the logical place to launch a campaign that could eventually spread to other parts of the city, said Joanne Koldare, director of the New York City Coalition for a Smoke-Free City. The group funded the roughly 200 signs.

"There is nothing more important than getting people to stop smoking," said Borough President James P. Molinaro, adding that quitting his 3-pack-a-day habit saved his life. Assemblyman Michael Cusick (D-Mid-Island) said the program dovetails with his push to get youngsters out in the summertime to exercise.

"It's good to have the signs up," commented Briana Young, of Port Richmond, one of 22 youngsters from Walker Park camp attending the press event. "My grandmother smokes and she had to go to the hospital." said the 7-year-old. "I'm not going to ever smoke."
