Potential Smoking Ban

As debate about smoking cigarettes in public swells, city leaders have called a meeting seeking input regarding a potential smoking cigarettes ban in Mobile . A hearing is set for 1 p.m. Tuesday at the Mobile Government Plaza auditorium to give people 3 minutes each to say their piece on how the city should proceed on the matter of smoking cigarettes online cigarettes in public places.

“We are going to discuss smoking cigarettes in general,” said Councilman Fred Richardson, “because we have a number of people saying they have just as much right to smoke cigarettes as others have the right not to smoke.” Richardson, who leads Mobile’s public safety committee, said City Council members have taken numerous phone calls in recent months on the subject.

“I want to hear from everybody,” Richardson said. “I want to see (if) they want to ban cigarettes. I want to hear from the smokers, to hear what they feel about that.” Those who wish to speak will be asked to sign up before the meeting, Richardson said. The other members of the public safety committee are councilmen John Williams and Jermaine Burrell.

The Health Department and other local agencies have launched a 2-year campaign to try to encourage local municipalities, including Mobile, to prohibit smoking cigarettes in public places. That would include restaurants, bars, hotels, shopping malls and others. Saraland recently passed an ordinance banning smoking cigarettes in all public places, including bars, restaurants and parks.

Last October, the Mobile County Health Department began deducting points from inspection reports of restaurants and bars that allowed smoking cigarettes. Also, the agency has been placing red-and-black warning stickers on the doors of such businesses. Under new rules, smoke-friendly restaurants lose 4 points from their inspection scores. By May, more than 1,700 establishments where food is served had banned smoking cigarettes indoors within Mobile County.

The health inspections — which typically occur 3 times a year — are important in Mobile’s restaurant trade, and every point is crucial. After the public hearing in Mobile, Richardson said, “we’ll make a decision whether there is anything the council ought to do in light of what the committee has heard.”

Richardson, who said Wednesday that he has never smoked, said there are already rules in place that ban smoking cigarettes in some public buildings. “Based on the calls here, we have lots of people who want to smoke cigarettes and lots of people who don’t,” Richardson said. “It’s a tough issue.”

Missy Wilson, program administrator for cigarettes control with the Mobile County Health Department, has been meeting with community leaders in efforts to enact zero-tolerance cigarettes for sale policies across Mobile. “There is no safe level of exposure to secondhand smoke,” Wilson said.

“The U.S. surgeon general has concluded that ventilation and filtration technologies and separation of smokers and nonsmokers within the same air space do not provide effective protection from the health risks of secondhand smoke. Workers should not have to choose between their paycheck and their health.”
