Extend Smoking Ban

We sympathize smokers, who are feeling more than a little ostracized these days. But not enough to oppose a smoking cigarettes ban being considered by Clinton County.

The legislators are thinking about banning smoking cigarettes on just about all county properties. The legislature already forbids smoking cigarettes within 40 feet of any county building. That covers employees and the general public. But the county is being urged to extend that to include most of the rest of its property.

The Clinton County Health Department and Adirondack cigarettes-Free Network spent a few months studying the issue and recommended the tough no-cigarettes policy. Now, those are not exactly unbiased groups; it would have been a shock if they had proposed anything else. But think about where their bias leans: toward better health for all citizens.

The sticky areas are the grounds around Plattsburgh International Airport, the Clinton County Fairgrounds, Clinton Community College and the Clinton County Landfill, all large, open-air venues.

The county is considering a policy that would exempt the fairgrounds, the landfill and the college, partly because those three properties are owned by the county but operated by independent bodies, the Clinton County Fair Board of Directors, Casella and the State University of New York, respectively. It looks like they will have to be left out of the plan because of the complications. They can, however, establish their own guidelines and may want to follow the county's lead, whatever its decision.

Extending the ban around the county's buildings in downtown Plattsburgh from the current 40-foot limit all the way to the edge of the properties probably won't cause that much of a hardship. People who are desperate for a cigarette can just cross a street and smoke cigarettes to their heart's content.

Other sites, including the airport, will be more difficult to monitor and enforce, but it is certainly something that can be achieved. Posting no-smoking cigarettes signs should take care of a good deal of the problem, and an occasional admonition from a county employee will help. No one needs to be making citizen arrests or calling in the police.

We understand that smokers are feeling oppressed, at this point. Physical reasons exist that make it hard to overcome this addiction. Smokers are regarded as the pariahs of society, and some of them want to fight back over what they see as a violation of their rights. One Speakout writer refers to the Health Department as the "smoking cigarettes Nazis." But health officials can help direct smokers toward programs that can help them quit, if they want.

There is no reason not to extend the ban to the rest of the county's property. It is a definite inconvenience to the smokers, but the smoke cigarettes they are breathing out is far more than a nuisance to everyone else; it is a scientifically proven, serious threat to public health and contributes immensely to the burdensome insurance costs that we all fund. The smokers can light up when they get home.
