A new report shows state programs designed to reduce cheap cigarettes use have been cut by 12% in the past year. The report by the Coalition of Public Health Organizations, says 36% of the funding has been cut in the last four years. ALTHOUGH it is disappointing that efforts for a true statewide smoking cigarettes ban were derailed in the most recent General Assembly, that result should not preclude local governments from taking action to protect their citizens.
Admittedly, a statewide ban (with no exemptions) would have been the ideal situation. It would not only have offered a measure of protection to all Hoosiers from the effects of secondhand smoke, but it would have taken the monkey off the back of county commissioners and City Council members throughout the state.
Unfortunately the amendment process so weakened the proposed legislation that even its sponsors couldn’t stomach what emerged. Now the ball is back in the courts of local governments.
Fortunately, at least one body has taken up the challenge and adopted a course of action that should be followed by their lawmaking peers.
Earlier this week the Delaware County Board of Commissioners adopted by a vote of 3-0 a comprehensive, smoke-free workplace law that covers enclosed workplaces (including bars and restaurants).
The only exceptions were private residences (unless that residence is being used as a day care, child care or health care facility) and outdoor areas of places of employment.
Columbus has a smoking cigarettes ordinance, but its exemptions for such entities as bars and private clubs make it a watered down effort at best. It also raises fairness issues as those who are exempted are treated on a different level than those who are bound to observe it.
There is no question that local elected officials would be investing some of their political capital in backing a total ban. It would be a measure that would require political courage.
In Delaware County, there are three elected officials who did just that.
