Casino Threatens To Pull Out Over Smoking Ban

One day after Navajo Nation President Ben Shelly signed an executive order that bans smoking cigarettes in public spaces and worksites on the Navajo Nation, the group building a casino on Navajo land is threatening to pull out of the deal.

Bob Winter, CEO of Navajo Nation Gaming Enterprise, an entity owned by the Navajo Nation, told the Phoenix Business Journal that smoking cigarettes bans in other casinos on the Navajo Nation have reduced income by as much as 25%. The casino will not be built if the smoking cigarettes ban applies to it, he told the Journal.

The Navajo Nation purchased the land near Flagstaff with the help of a $100 million loan earlier this year as the term for then-President Joe Shirley was ending. The casino and adjoining hotel that is also scheduled for construction would together bring in more than 750 jobs for Navajo members.


A groundbreaking ceremony at the casino site was held just a month ago.

It is unclear whether smoking cigarettes bans uniformly hurt casino revenue. In 2008, Colorado extended its smoking cigarettes bans to state-run casinos and saw a drop in revenue, but observers also pointed out unusually harsh weather at the time kept people off the roads. The Denver Post found that rising gasoline prices impacted travel to the casinos more than smoking cigarettes bans.

Last month, a survey of 4,000 New England residents found that half the people who said they go to cainos plan to visit more often since a smoking cigarettes ban took effect in Connecticut in 2009. Fifty-seven percent of women said they prefer smoke-free floors. However, fully 85% of New Englanders are nonsmokers.
