Californians Support And Need An Increase In The Tobacco Tax

At 87 cents per pack, California now ranks 32nd in cigarette tax rates in the nation. Forty six other states have raised their cigarette tax rate a collective total of 93 times since California last raised its tax in 1998. The national average state cigarette tax is now $1.27 per pack. Rhode Island is the highest at $3.46 per pack. Twelve other states are at $2 or higher. California needs to consider a new cigarette and tobacco tax as a real solution for a healthier state and for a more balanced budget.

California has not raised the state cigarette and Buy Cigarettes Online tax in over a decade — which is why the American Lung Association, American Cancer Society and the American Heart Association support a $1.50 increase on cigarettes and tobacco. Recent polling indicates that over 70 percent of voters, across party lines, support a cigarette and tobacco increase.

So what are we waiting for? Now is the time. California is on the verge of bankruptcy, issuing IOUs to local governments, private contractors, state vendors and taxpayers awaiting refunds, not to mention cutting vital health and education programs. Even if it's not part of the immediate budget deal, a tobacco tax should be part of the long-term solution.

Big Tobacco has spent over $60 million trying to defeat a tobacco tax in California. It's time that they understand we're here to fight. Smoking remains the largest preventable cause of death in California, claiming the lives of nearly 40,000 Californians every year. Increasing the tobacco tax has proved successful in reducing consumption, saving lives, increasing state revenue and reducing health care costs.

A $1.50 per pack tax increase would reduce youth smoking by 21 percent, prevent more than 360,000 children alive today from ever starting to smoke, cause nearly 190,000 current smokers to quit, prevent more than 165,000 premature deaths and save California $8.1 billion in health care costs as a result.

That sounds better to us than having to eliminate critical services that so many Californians depend on. A $1.50 tax increase is a new source of revenue that will result in $1.2 billion in the first year alone — and bring over $10 billion to the state's general fund over the next 10 years. Over the last 50 years, cigarette and tobacco taxes have brought billions of dollars to support services like health care, education, environmental protection and tobacco control and prevention.

A $1.50 tax will help sustain the support that these services rely on to remain viable. A portion of the new revenue should also go to the state's tobacco control program, which was established over 20 years ago. It's crucial that we keep the program as successful as it has been in years past.

In addition to the obvious negative health impacts of smoking, it is also bad for the economy. According to the California Department of Public Health, smoking costs the state more than $16 billion every year in health care costs and lost productivity. This amounts to a hidden tax for every California household of $624 a year. Reducing the number of smokers is not only beneficial for every Californian's health, but also for every Californian's wallet.

In the wake of an unprecedented budget crisis, increasing the cigarette and tobacco tax must be considered as part of any plan to generate new revenue. We urge the Legislature and Gov. Arnold Schwarzenegger to pass this important tax that will provide California with more than $10 billion over 10 years and improve the lives of every Californian. It's about time.
