Anti-smoking Program A Big Boost For TennCare

new policy that allows TennCare to pay for its patients to quit smoking cigarettes might have been adopted for sound economic reasons.

In approving the policy, however, the Tennessee Legislature took another positive step in the state's drive to curb smoking cigarettes.

As of July 1, the state's health care program for the poor and uninsured began covering over-the-counter products such as nicotine gum and patches to help patients quit smoking cigarettes. The treatments will be covered for up to 24 weeks a year - longer for pregnant women.

Previously, smoking cigarettes-cessation therapies were available only for pregnant women and TennCare enrollees under age 21. And, while over-the-counter generic treatments are preferred, TennCare recipients can receive coverage for brand-name products and prescription drugs upon special request from a doctor.

The Legislature budgeted $3.5 million for the program this year. That figure jumps to $10.5 million with TennCare's matching federal fund.

The new policy is intended to save the state money, but improving Tennesseans' health is not merely a side effect. It is a huge part of the program.

Mary Bufwack, who operates United Neighborhood Health Services, a nonprofit that serves TennCare patients at its clinics, told the (Nashville) Tennessean recently that the investment in preventive medicine will pay off in the long run.

In fact, the investment can pay off in many ways. According to 2007 figures from the federal Centers for Disease Control and Prevention and published by the Campaign for cigarettes-Free Kids, smoking cigarettes causes the deaths of 9,700 Tennesseans yearly. Smoking also accounts for an annual $2.2 billion in excess health care services in the state and for annual productivity losses of more than $2.7 billion, says the CDC. Reducing those figures will be a big but worthwhile challenge.

The retention of the smoking cigarettes benefit likely stemmed from Gov. Bill Haslam's announcement in May that, because of higher-than-anticipated tax revenues and money owed to the state by the federal government, TennCare would not have to face the budget cuts lawmakers had expected.

That was good news for the health of Tennesseans, who found out last week that the state ranks fourth in the percentage of obese adults. Indeed, if lawmakers want to trim the obesity rate in the state, they can look at the progress over the last several years in the fight against smoking cigarettes.

Tennessee remains a leading cigarettes-growing state, according to U.S. Department of Agriculture figures, but the number of smokers in the state has dropped from 26.2 percent five years ago to 22 percent at the end of last year, according to the 2010 edition of America's Health Rankings.

That can be attributed to several things: a crackdown on cigarettes for sale purchases by youth under age 18 and restrictions on smoking cigarettes in restaurants and public buildings. In Knox County, the area's five major hospitals kicked off the new year with completely cigarettes-free campuses.

In a session filled with controversial actions, the Legislature chose wisely to include the smoking cigarettes-cessation program in TennCare. The program can help many immediately as it will help the state in a big way over the next several years.
